Vietnam is actively promoting the establishment of a centralized crypto assets exchange (CEX) under national regulation. In March 2025, a national seminar was held in Hanoi, where the Ministry of Finance, the State Bank, the Ministry of Public Security, along with blockchain experts and the Vietnam Blockchain Association (VBA), discussed the "Sandbox Mechanism Resolution Draft," which is expected to be released in early April, paving the way for the trial operation of the exchange. Techcom Securities (TCBS) has proposed to pilot tokenized securities trading on the trading platform, and its parent company Techcombank has stated that it will actively participate in the platform's technology development and is prepared for deployment after regulation is implemented. According to the plan, the "Crypto Assets Sandbox Mechanism Draft" along with the "Digital Technology Law" and the "International Financial Center Law" will be submitted to the Vietnamese National Assembly for review in May. Among them, the "Digital Technology Law" was passed by the National Assembly at the end of June and will officially take effect on January 1, 2026, clearly defining the legal status of "crypto assets" and "tokenized assets" for the first time. Currently, TCBS has launched a crypto market section on its online securities platform, allowing investors to view the price movement of over 100 mainstream crypto assets in real time, including BTC, ETH, XRP, BNB, DOGE, marking the accelerated integration and development of Vietnam's fintech infrastructure.
