[Bitwise CIO: The CLARITY Act May Reshape Digital Asset Valuation Like the Treasury Market] Bitwise Chief Investment Officer Matt Hougan stated that the U.S. House of Representatives passed two landmark bills on Thursday. One of them, the CLARITY Act, provides a clear definition for digital assets and delineates regulatory responsibilities between the SEC and the Commodity Futures Trading Commission (CFTC). At the same time, legislation known as the GENIUS Act became the first federal-level encryption law in American history, establishing national standards for the issuance and regulation of stablecoins. This prompted institutional investors and market analysts to start rethinking the valuation, trading methods, and structural design of future digital assets. After the vote passed, Matt Hougan expressed his views on the impact on the digital asset market. He stated that especially the CLARITY Act could introduce a whole new pricing mechanism for encrypted assets, similar to the valuation method of bonds in traditional finance (TradFi).
