This withdrawal of spending marks the first successful execution of a "funding recovery action" by the White House in over 25 years. This action effectively formalizes the government's initiative to cut foreign aid programs, including a reduction in funding for the U.S. Agency for International Development, which was closed earlier this year and merged into the State Department.
